Summary:
The Power BI Dashboard Developer/Consultant will support a federal consulting engagement by designing and developing analytical tools, dashboards, data models, and decision-support solutions that transform operational, inventory, staffing, cost, and performance data into actionable information.

The consultant will work directly with logistics, security, operations, and Government stakeholders to understand business requirements, evaluate source data, develop data models and calculations, and create intuitive Power BI dashboards and reusable analytical tools.

This position requires both strong technical Power BI capabilities and the consulting skills necessary to translate complex operational requirements into transparent, maintainable solutions that can ultimately be sustained by Government personnel.

Job Duties and Responsibilities:

  • Gather and document business, reporting, analytical, and dashboard requirements from Government stakeholders and project subject matter experts
  • Assess source data for completeness, consistency, accuracy, and suitability for analysis and visualization
  • Design Power BI data models integrating information from multiple operational and administrative data sources
  • Develop dashboards, reports, scorecards, and analytical tools supporting inventory, asset lifecycle, workload, staffing, cost, and operational analysis
  • Develop measures, calculations, key performance indicators, and business logic using DAX
  • Use Power Query to transform, cleanse, standardize, and integrate source data
  • Develop data relationships and dimensional models that support accurate and scalable reporting
  • Create visualizations that enable users to identify trends, risks, gaps, workload patterns, lifecycle requirements, and other actionable information
  • Support development of staffing models, workload models, cost models, forecasting tools, and decision matrices
  • Translate quantitative models and business rules developed by subject matter experts into functional analytical tools
  • Develop drill-down and filtering capabilities appropriate for executive, program, regional, facility, or asset-level analysis
  • Conduct data validation and reconcile dashboard outputs to authoritative source data
  • Perform user acceptance testing and resolve identified defects or data discrepancies
  • Optimize dashboards for usability, accessibility, performance, and maintainability
  • Document data sources, transformations, calculations, assumptions, business rules, and refresh procedures
  • Develop user guides, data dictionaries, technical documentation, and training materials
  • Conduct demonstrations and training sessions for Government users
  • Support knowledge transfer to enable Government personnel to update, maintain, and modify dashboards without continued contractor dependency
  • Collaborate with logistics consultants, operations research analysts, security subject matter experts, and project management personnel
Necessary Skills and Knowledge:
  • Advanced proficiency with Power BI Desktop and Power BI Service
  • Demonstrated proficiency with DAX and Power Query
  • Experience developing relational and dimensional data models
  • Experience integrating, cleansing, transforming, and validating data from multiple sources
  • Strong proficiency with Microsoft Excel
  • Working knowledge of SQL and relational databases
  • Demonstrated experience translating business requirements into analytical and reporting solutions
  • Experience developing technical documentation and user-facing guidance.
  • Strong analytical, problem-solving, and communication skills
  • Ability to explain technical concepts and analytical results to nontechnical stakeholders
  • Ability to obtain and maintain required federal background investigation, security, and facility-access requirements
Minimum Qualifications:
  • Possess a Bachelor’s degree in Computer Science, Information Systems, Data Analytics, Business Analytics, Engineering, Mathematics, Statistics, or a related discipline
  • Possess at least 5 years of professional experience in business intelligence, data analytics, dashboard development, or data visualization
  • Possess at least 3 years of hands-on experience developing solutions in Microsoft Power BI
  • Possess the ability to pass and maintain eligibility for a Public Trust investigation
Preferred Qualifications:
  • Microsoft Certified: Power BI Data Analyst Associate (PL-300)
  • Experience supporting federal government consulting engagements
  • Experience developing dashboards for logistics, inventory, asset management, workforce planning, physical security, or operational programs
  • Experience developing forecasting, workload, staffing, cost, or resource-allocation models
  • Experience working with large or complex operational datasets
  • Experience designing data structures or databases supporting asset and inventory management
  • Knowledge of data governance, data-quality management, and master-data concepts
  • Experience with Microsoft Power Platform, SharePoint, Azure, or related Microsoft technologies
  • Familiarity with Section 508 accessibility requirements for federal information technology
  • Experience conducting dashboard training and transferring solutions to Government users
